Moving through routers?

Is it allowed to ever move a unit through broken troops? Came up in a game the other day, could not find anything to stop you from doing it. (generally you cannot because the broken troops have already moved, but when they break in the shooting phase and immediate rout then, they are not required to rout in the movement phase (as they have routed already this turn)

Don't think you can, would be hard as they are an unformed panicking mass

Oh we did play they you could not in the end, but is there anything explicitly about this in the rules. You cant move through a unit that moves at all in the movement phase and routers move at the start so generally this means you cant by implication rather than anything specific, but routers only move in the movement phase if they have noet already routed THIS TURN, so those that routed this turn so from fire in the fire phase, dont move in the movement phase and as far as I can see there is nothing to stop a friendly unit moving through them in the movement phase in the rules as written. IF there is something in the rules, can someone point it out if not I think it should be explicitly forbidden in the rules.

it does state that you if you move through another unit it can not move before or after you interpenetrate. Routers broken this turn have moved, even if not in the movement phase so you can't move through them. Routers from last turn

Another thought, unit is broken during enemy turn and must now move during your turn. It has to move, thus it can't stand there while you try to interpenetrate so you can't move through them.
