ACW wargame idea

This idea is based on an old classic, Sierra Civil War Generals2
The idea is to have a game in which the battles of the ACW are fought in a branching campaign, in which the result of one battle counts for the next one.
The battle itself would be fought at a brigade level, units representing brigades of infantry/cavalry and battalions of artillery (several batteries)
After the battle, there is a phase of refitting and recruiting, in which resources and manpower available would be determined by the result of the previously fought battle.
The campaign would follow the historical line of the ACW with alternative battles for alternative results (say Lee marches on Washington after victory in Gettysburg), and some choices for the player at an strategic level (say Lee goes to Washington or to Baltimore).
The rules for battles must include flanking bonus and line of sight for artillery, as well as lowering effectiveness at long distance. It would also be nice to have the multiple arms selection that the original CWG2 had. Also some kind of command structure with bonus for good leaders.
To sum up, the idea would be a wargame in which you can fight the whole ACW in battles but with an streamlined campaign level. I think the Panzer Corps engine with the modifications suggested could make it.
