Diplomacy request

I had most of a continent to myself, but one faction plopped a city on an outlying corner and I found that unacceptable. Alas, there was no diplomatic option to pressure the faction into selling or turning that city over and maintaining our uneasy truce.

It required complete annihilation of the other team for one city. Fairly certain in hindsight that fellow would have liked for me to have that option to explore.

On the up side (not for that poor fellow) the diplomacy section is very amusing and attractive. I'm not sold on the "pact functions" yet... but all in all, easy to use and understand with the tooltips.

Diplomacy looks pretty good so far, however some factions come again and again asking for the same pact.

For example playing the scientist faction, I think I am the clear science leader, so I don't really want to sign a Science pact especially with the factions I consider my main rivals (although they are friendly). The problem is they repeatedly come every 4 turns or so to ask for the same thing. Which is a bit tiresome.
Maybe it should be a good idea to decrease the frequency of their proposal based on my negative replies.

For example after my first refusal for on type of pact, don't ask again before n turns,
After a second refusal for the same type of pact, increase the delay to n+2 turns before a new proposal
And so on.
