Why can't AA / Artillery units conquer flags?

I always wondered what the reasoning behind this is. Is it necessary for game balance?

Occupiers are supposed to suppress civil unrest in the conquered hex.
AA guns and pulled AT guns might be hard pressed to achieve that.

An 88 AA switched to AT can capture flags...

I think when Panzer Corps got released it was one of those features that was carried over from the original panzer general game, so i'm not sure what the definitive reasoning was but i think primarily its because these are considered support units not front line troops. Its a rule that was probably more suited to the old campaign, which was almost operational in scope and featured maps the size of France. Once the front is broken in those scenarios your units can fan out and conquer but it looks a bit odd to have field guns in trucks spearheading the way, wreaking havoc in the rear.

An 88 AA switched to AT can capture flags...
The line blurs a bit with some units, especially SPG's which double as artillery and front line tank destroyers so they can switch and go on charging ahead
