during one recent test with AI , a strange thing happened :

a Yugo partisan spawn in Belgrade ??!! Is it a bug ?

I have had unoccupied cities and resources span partisans in Russia all the time so it doesn't surprise me. And it seems reasonable that if a city is left on its own the native population would move to establish order and defense. So now I never leave any available in France, Yugoslavia or Russia. Or England when I do a Sealion.

no,you are wrong .it is no problem to spawn partisan in uk or france or Russia .they are main big country in this game .but Yugo and other minor countries should not be ! Please confirm it from the manual

Partisans spawn in minor countries too...In the manual it just says that they cant have as many steps as the major countries

Most (all?) countries spawn partisans when they fight (I believe I have seen even Belgian one), and some countries keep spawning them even after surrender.
Yugoslavia and Greece do indeed, for example.
They don't have increased chance to spawn partisan in city hex though (like UK and USSR)- it is same % as for clear terrain, so you got some really bad luck here.

YES ! everyone ! All countries spawn partisans but only main countries spawns in the city when it is empty !!!!!

All partisans can spawn in cities if empty. This is true even for minor countries. So it's not a good idea for the Germans to leave cities empty in Yugoslavia. Actually the spawn chance in considerably higher in cities than in other terrain.

OK , after I checked the manual 3.5.3 about partisan's spawn in empty city , it says that main country's empty city has more possiblity to be spawned by partisan . the minor countries also has the possiblity but much less .

The Warsaw uprising 1944 'spawned' in a minor country city, so if anything is in error it's the manual, surely uprisings could equally happen in any city that doesn't have a garrison. Then there is the major city, in a minor country effect, capital cities of even small countries could have populations big enough to prompt significant partisan activity (uprisings)
