eg "mounted troops with light spear against any: + if no other net PoAs"

What does this mean? What if you are on a minus PoA already? Does that mean you cannot have it??

If the POAs for you and your opppnent are equal (i.e. no one has an advantage), then you may count the javelin POA as a 'tie breaker' to get an advantage if you are mounted and your opponent is foot.

So if I am at - or -- against my opponent I cannot use it?

You are correct (as Kevin said). You cannot use the mounted Lite Spear POA if you have a - or --. Another way to look at it. Add up all POAs except the mtd LS. If either side has a net advantage, then you cannot use the mtd LS POA.

A specific example:

Cav with Lance vs Cav with Light Spear:

In open terrain the lancers are a plus and the LtSp does not count so are on a minus.

In uneven terrain the lancers do not get their lance bonus so have no plus, and now the LtSp kicks in to give the the LtSP cav a plus and the lancers a minus.

Hope that helps.
