Increasing economic output?

Apart from capturing territory and convoy arrivals there doesn't seem to be any scope to devote resources to building up the size of one's general war economy. Yes there are the opportunitiues to increase ammo (shell) outputs, railway capacity and naval transports and to invest in developments but nothing that will allow one to increase the overall productive capacity of an economy. So if a country reaches a negative annual upkeep it stays there regardless of how many extra other resources it may have got through prior saving or convoy arrivals unless it disbands units or sells off labs.

Its a pity that one of the Lab categories couldn't have been assigned to a general one that would have allowed for the possibility of increasimg the percentage size of a country's war economy as for example in Commander Europe at War/Grand Strategy.

Maybe something to look at for a future enhancement?
