Tech Trees and Mods

What determines the mix on the tech trees?

Also is the Data in XML or another modded format, that can be changed?

I can see many mods if they are not hard to do,

After launch perhaps give the info on graphics size and formats used, with other info to help modders.

A full editor would be a lot to ask, but would give the game some longer legs.

I can see a host of ideas players could bring in to it.

Yes, the game is heavily data driven by XML files, you can find them in Data/World/.
