Time of US Entry into the war

Hi.
I noticed something strange in my last PBEM game. USA didn't enter the war until after the Allied February 17th 1942 turn. How is that possible when USA is scheduled to enter the war on December 6th 1941 +/- 2 turns (from the general.txt file).
Have you also experienced USA entering the war so late?
