Dom Roman Ally

Does a Dom Roman ally have to conform to the 50% average troops? Therefore if i take 2 superior legion i have to take 2 average/poor units.

Good question, I'd say yes:

"Excluding allied contingents, at least 1/2 of the army's battle groups must be of average or poor quality.

Even though it specifies "Excluding allied contingents" that is the overall calculation. In otherwords, if you had Alan Allies, you don't count those contingents, you EXCLUDE those BG's from the calculation.

As the Dominant Romans have to conform to their parent list they are excluded from the army calculation, but not from their own.

IMHO even if you had an entirely poor allied Dominant Roman contingent you would STILL need to have half of the non-allied Dominant Roman's as average/poor.

Consider it as two armies taken from the parent list. Does the Ally comply? Yes, it is entirely poor. Does the non-allied Dominant Roman comply EXCLUDING the Allies?

This is covered in Appendix 1 of each Army List book: "All special instructions applying to an army list must be adhered to. They also apply to allied contingents supplied by the army".
