performance issues on 0.16.0

Getting massive lag on new random game. Was not too bad first 20 turns, but after has been slower and slower, am on turn 218 now and it is literally still moving and blowing stuff up for about a minute at a time.

PandoraServer.exe *32bit is running 25% cpu use which is a full core on my my 3rd gen i7-3520M CPU @ 2.90 Ghz, peak memory is 131,048 K and memory current use is 122,212 K on that process. For the Pandora.exe *32 bit process (64 bit Windows 7 Ultimate system base) peak is at 1,152,188 K and current is at 1,074,076 K memory.

System has nVidia graphics card NVS 5200M with 1GB DDR5 memory as well.

Seems to only be on huge or the larger maps, but performance is taking a huge toll. Nearly unplayable.

Thanks for the helpful save, after a heavy optimization session the turn processing time on my 2500k went from virtually forever to ~15 seconds AI processing and up to another 15 seconds order execution. I'm confident those numbers will go down further towards release (still got some ideas).

We'll publish a new build for you guys to test later today or tomorrow.

Also I want to add that this save is pretty much a worst case scenario for performance: Terra Salvum (a single CPU) controls most off the huge landmass and is currently sending a three-digit unit count from all over the planet against you.

Yeah I figured I was pretty screwed when I went to war, then she stomped me with Goliath mechs and loaded my continent up with about 15 colonizers at once. It escalated very quickly on the lag, when from 5-10 sec turns to minute plus very very quickly.
