Can you place your LOC in a building?

If a building touches a LOC is a unit defending a building contesting the LOC?

Page 18 states loc must be in open terrain if possible, also it must touch both a table edge and a road. Does not look like getting it into a building would be that easy to start with.

If the LOC is touching a building, and a unit is defending the building, then the LOC cannot be 'occupied' without fighting the unit in the building.
If the attackers retire, then they must pull back far enough to no onger touch the LOC.
If the attackers halt. they are then considered to be occupying the LOC.
