I know I can purchase a gift card for some sum, but can I purchase a game as gift and send to someone? If the person gets a game purchased by my with an unused serial number will this person be able to register it to access e.g. members area at Matrix?

Yes you can do this as long as you don't register the serial yourself it should be fine.
