Other Faction Units Left In Hexes You Control

Sometimes units from other factions are left in hexes you control. This can be caused by establishing a new base, or taking a city from a mutual enemy.
When this happens, the AI usually seems to forget that the unit is there, and never moves it out of my territory.
So I would like a change to address this. Either:
1. Change the AI so that they will automatically move units out of area controlled by other factions that they are not at war with.
OR
2. Provide a diplomatic option that requests that the other faction withdraw all units from within my borders.
