Sure, it makes no sense to localize the game while in beta-phase but will it be translated before release? If yes: in which languages?

I can't promise anything, but German, French, Italian and Spanish have been mentioned.

What about the missing languages? always as 'mentioned' status, or never?
If any fan want to translate for free, what files are to be modified? How to mod them?

We currently do not have plans for any new localization.

You can easily mod a new language in by copying Data/Core/English to e.g. Data/Core/French and modifying all xml files within (as always, you should do it in the user data path).
