Assigning workers

How many hexes out from a city can farmers or miners be assigned? Two hexes? Three? Farther than that?
The gatherers (miners and farmers) appear to be autoassigned to any hex that your city controls.
I do not think there is any way to manually assign gatherers.
In this game the workers are allocated by the player to production within the city.
