Does the AI cheat?

Not that I suspect that it does, but that was one of the problems I always had with the Civ/Alpha Centauri games - they literally gave the AI either information or resources that players didn't get.
Is the Pandora AI able to perform without resorting to resource cheats, such as the Civ "if you rush with your first unit to find my city undefended, I will magically have enough resources to immediately buy a defender before you attack"? Does the Pandora AI play with the same fog of war rules, or does it get to make a beeline to my cities without having to explore at all?
Anyway, just wondering...
