Aimed fire - How do the calculations work?

Gents,
Sometimes, attacking units show a lower chance to hit, the same chance to penetrate, and therefore a lower chance to kill a target in 'aimed fire AP' than regular 'fire AP'.
Does anyone know how the 'aimed shot' calculations work?

The aimed shot appears to only reduce the range bracket calculation by 2, so unless there is a situation in which been closer makes it harder to hit it should not happen.
Activate the detailed interface to see more details, maybe we can spot if there is a bug.

Thanks RF! Frustratingly, that actually makes sense, lol...
For Coastal Guns, I've reduced accuracy to 0 for close fire, to simulate an inability to depress the barrels enough to hit near targets.
So BA's 'aimed shot' logic simply takes two off the distance, artificially putting the target into the 'cannot fire that close' bracket...
I guess I can't use 'aimed shot' then... It's helpful to know the reason why...
