Effect of initiative cap in desert?

In the thread about game-play changes in 1.20, someone commented that German units start out with an entrenchment of 3 or more in open areas and in other terrain.

According to the game manual, desert terrain has an initial entrenchment value of 0, but an initiative cap of 100. Can one of the devs please explain what an initiative cap of 100 has on game-play?

Initiative cap of 100 essentially means, there is no cap. Cap is an upper limit imposed upon a value, but in this game all initiative ratings are way less than 100, and so there is nothing to cap.
