Just caught something rather strange. I am presently at war with a faction, yet they continue to give me credits through diplomacy. Is that intended???

they are trying to bribe you into ending the war, there are still more work to be done on the credits your given or give, the factions will combine these with peace treaties and so on to make deals they want more appealing to you

I observed this also, not only in times of war but also in times of peace.

This would make some sense if they would first ask me to end the war. As it is, they simply offer me credits without any indication as to why.
