Is RALLY Detrimental to a Suppressed Unit?

I'd like to offer up a claim: Is RALLY Detrimental to a Suppressed Unit?

I might be wrong about this, but pretty much notice this all the time, and perhaps I am not using the RALLY option correctly...Say I've got an infantry unit coming under heavy fire and becomes suppressed, but not too badly, say to morale 27. I option Rally on this unit, boost them up to 77 morale, allowing them to return fire. When enemy unit returns fire back, it is almost always a fatal blow or close to it; the hit either destroys the unit or decimates to 1/5 and very negative morale. Now say I don't give the suppressed unit a RALLY, and it comes under further enemy fire, that same group will still hold out and be in better shape and while it may lose substantial morale, it can live to see another day.

[This ruins an otherwise useful tactic that I like to employ. Where I have a full strength unit attack the enemy in range of my suppressed group, I have the healthy group draw all the shots at itself from the enemy group. Then Rally the suppressed group and use them to finish off the enemy. And yet if nearby enemy fires at me after doing so the Rallied group gets destroyed after firing one shot with morale above 70 after rally (and yet an unrallied unit in the same circumstances will always survive the counter-stroke from nearby enemies]
