DV and defensive scenario prestige tweaks

It may be useful to have a field in the scenario editor for rewarding extra prestige depending on how fast a player finishes a scenario. This can be a parameter specified as something like "per turn prestige for finishing early." If the number is 100, and the player finishes 5 turns early, then he gets 500 extra prestige, in addition to all the other prestige he would earn. In practice, this number should be fairly high, perhaps something like 300-500 in late war scenarios. This should only apply for DV, as a bonus for players who finish very fast. Although, for scenario design purposes, it could be worth it to have this field for each victory condition: loss, MV, and DV.
Right now, to maximize per turn prestige in defensive scenarios, it is necessary to play out the full number of turns even if the player accomplished his objectives early. A simple solution is to simply reward the player with the remaining per turn prestige if he finishes a scenario early. For example, if a scenario rewards 100 prestige per turn, and the player finishes 3 turns early, he should get the remaining 300 prestige during the deployment screen of the next scenario.
