Initiative

I've just created 2 armies on the belief that the following, taken from the FoG Wiki, is a good description of the initiative calculation.

To determine who wins initiative, both sides roll a d6 (ties rerolled), with the following modifiers:
+2 Inspired General
+1 Field Gerneral
+2 If you have 12+ Battle Groups of scouts (Light Horse, Cavalry, Light Chariots, Camelry)
+1 if you have 5-11 Battle Groups of scouts (Light Horse, Cavalry, Light Chariots, Camelry)


Both armies had an inspired general and 12 scouts, but in both cases the modifier I received was +3 instead of the +4 I expected. Is this correct?

I personally think points awarded for initiative are very haphazard. Case in point last LOEG i had Palmyrans and i would choose an Inspired commander which was a Cataphract or Field commander Cataphract and never got a single point for initiative. So i changed the commander to light horse and then Recieved 2 pts for IC.I think there may be a thread in here which has argument over points for initiative.
