In the notes on Page 55, it says that the * minima applies if any non-allied foot other than musketeer only German units or commanded shot are used.

Does the non-allied bit apply to the French available from 1637 to the Weimarians only, or does it include any standard pike and shot units from either the Swedish and German Infantry regiments section or the Weimar French bit?

It applies to anything in that band with the *12-48 limit. So, if you have any Standard P+S units or French, the minimum applies.
