Can somebody summarize for me the setup procedure for placing a river in FoG?

In V2:

The player with initiative can place a river or coast as the first step in the terrain placing sequence. No placement roll is required. It can be up to 4 MU wide and be totally within 6 MU of the side edge. When putting it down you dice for its difficulty.

+1 is added to the adjustment roll for moving the river but it cannot be slid or pivoted, only removed.
