Nordwind - Captured ALL cities still Marginal Victory?

The Decisive Victory conditions for Nordwind state that you have to capture all victory point hexes. I did that and still only got a marginal victory. I then used a cheat code to extend the game to 25 turns and captured ALL the cities and still got a Marginal Victory. I smell a bug here....

Haven't had this problem reported before, and a quick look at the scenario mechanics reveals no obvious problems. How about hexes on the Eastern bank of the Rhine, you accounted for all of them? Maybe an artillery or AD unit sitting on a hex and not capturing it? If you have screenshots or a save file that might help to see.
