Possible bug with when rebuilding depleted units

It's possible to rebuild depleted units and end up with a deficit, but you can't continue to rebuild depleted units once you have a deficit. At least that is the rules.
But I noticed something strange this turn in my game against Happycat. Britain needed to rebuild a lot of depleted units and I managed to do that and ended with a deficit and was not allowed to rebuild anymore. All good so far. But then I switched to the Russian player and wanted to rebuild some depleted Russian units. The map was located in Libya so and I moved the wrench symbol over another British depleted unit by accident and it said too expensive. I just clicked on the unit just to get confirmation I couldn't rebuild the unit, but to my surprise I was allowed to rebuild the depleted unit even though Britain already had a deficit. The deficit increased to more than -30. I could switch back to the Russian player again and continue to rebuild British units. So this is definitely not a one time bug.
So I had to redo all my moves because of this bug because my experiment allowed me to do alot I was not allowed to do.
It seems the game checks the CURRENT player's PP account to check whether a repair can be performed or not. Then it deducts the sum from the player who should play it. I think the game must check the OWNER of the unit whether a rebuild is allowed or not.
I didn't test if Britain could rebuild depleted units even with a deficit if I select USA. It may be that this bug can only be exploited because Russia is considered a separate player and not on the same page as the Allies. I have not tested whether the Axis can select Germany as the Axis player and rebuild depleted Italian units even though Italy has a deficit.
Is this possible to be fixed? It's not a major issue, but it's definitely a bug.
