How to change Capitals

I tried out the map editor, but I didn't understand how to set Cities and the like.
I would like to set the second Capital of Russia to be Leningrad (or Stalingrad) instead of Perm. How do I do that?
And how can I add some cities to the map?

Any help would be nice.

You just remove the capital in Perm and place a city there instead. Then you can place a new capital in Leningrad. There is a rule saying that the southernmost capital in the primary capital so the second capital has to be NORTH of Moscow. So Stalinglad will become the primary capital if you place a capital there.

Questionnis now for me, how do I delete Perm as Capital. And how to set a city there instead.
I do not see the point at the map editor, where I can set Cities. I can set resources, but Cities do not appear there.

Please be so kind (or anybody else) and give me a hint, how to set cities.

Why does the secondary capital have to be north of the primary one?
Why could it not be south?
What is the difference between a primary and secondary capital anyway?
If Moscow and Stalingrad were capitals would it have any technical or coding consequences?
Could France have Paris and Bordeaux as capitals?

AI will try to conquer the primary capital first so that is why it matters. If USSR had its primaty in Stalingrad and secondary in Moscow then Axis would try to conquer Stalingrad first and then Moscow.

For PBEM play you could have a mod with Moscow and Stalingrad?

Are the nations with 2 capitals hard coded or can any country have 2 capitals?

what would happen if russia had 3 capitals?

Thinks - rather than north and south east and west would give more flexibility

east of Berlin the furthest east capital is the secondary
west of Berlin the furthest west is the secondary

not very difficult to code i think.
