why do lights have to take a CMT for charging but dont have to advance into range to shoot

Wouldn't that be why they are called skirmishers?
They historically weren't keen on charging heavier troops but would shoot away from a safe distance.

yes but theoretically they could walk into a melee that is already taking place without taking a CMT

It is true that they can move into an overlap position as a normal move without a CMT. However, that carries the risk that the enemy might trap them in melee which is likely to be painful.

For example, the enemy could expand into frontal contact with them (if they have any spare bases to do so). Once they have done so, the LF are pretty much doomed.
Just in case you have misunderstood something, grandad, no troops can "walk into melee" with enemy except:
1) as an overlap only or
2) in the special circumstances where otherwise unengaged troops are in corner to corner contact with an enemy BG or side to side contact with it.
