a situation arose in a game we played tonight that needs clearing up

2 bg were in a melee 1 breaks but the pursues don't roll very well on the VMD roll and they are not caught in the jap phase. can the bg charge them again in the impact phase or do they have to wait until the following jap phase and if they do what POA do they get

Yes they can charge them, but no combat is fought in impact or melee phases, just in jap as if pursuers.

Also if the outdistanced pursuers were shock troops and the router is still in charge reach the 'ex' pursuer may have to charge
