City Movement

Is it intentional that to move into a city only costs 1/2 movement point, even without a road? Also, why does a ship spend only 1/2 movement point to enter a city? Is it supposed to be 1/2 movement point for a city for everything anytime?

I assume a city counts as having a free road on it. I guess there is nothing preventing ships from using roads if they happen to be on land, like they are in cities.

That's good. I can just see someone sitting at their dinner table looking out the window and saying, "Look Martha, there goes another one of our ships on wheels!"

Being able to build canals would be really nice actually. Civ IV allowed short canals by building forts next to each other, which ships could then traverse.
