Only roll a variable move if ALL targets of the charge evade.
If even partly in difficult terrain for any part of movement then move distance is as though in terrain for all of the move, even when charging. (though intercept charges are a bit odd here)

Phil is correct. The elephants are in difficult for part of the move. So their whole move is affected by that. In v2 their move is 2MU, in v1 it is 1MU. I'll assume you're playing version 1.
The elephants can declare a charge if there are enemy in charge reach i.e. within 1MU. If that enemy evades roll a VMD. If you roll a 1 or 2 the elephants won't move.
It may sound a bit odd but your friend will soon learn not to put troops in forests if they are badly slowed there.

If the elephants throw a 1 (deduct 2 MUs from their normal move of 1 MU) wouldn't they actually move backwards 1 MU (further into the forest)?.

Yes, but if that were to apply, then when they were pursuing in a forest and threw a one, they'd reverse from the enemy!

Your point is?

So what you mean to say is: if my shock troops fail their test not to charge but are 1 MU from a forest the BG that is going to intercept them from the rear now cannot as they will become a target of the charge
Brilliant!

Which leads to that old joke about elephants making trunk calls and reversing the charges
