not enough pp

There is not enough PP for most of the country.
it's impossible to recreate the 1917 scenario.
for example in the 1917 scenario the Russian player have 20 garrison, 5 infantry 1 cavalry unit , 1 train , 2 artillery, 1 bomber, 1 fighter and 1 armored car.
there is no way to build so many unit starting in 1914.
the maximum I was able to build was around 23 garrison/infantry and 1 artillery. after that you never have enough PP to build other unit.
No way also to keep a 95% of economic output in 1917.
and it's the same for other country. So I think it will be good to increase the number of PP
