How much prestige does strat bombing remove?

The manual indicates that bombing a victory hex removes some prestige from the opponent, rather than having a chance to be neutralized. I'm hoping to get a bit more information how that works.
How much prestige does it remove? (I assume it's a range based on a randomly generated number; what's the range?)
Is it every time, or does it only happen sometimes (as with neutralization)?
Is there any way to tell that it's happened (if it's not every bombing run)?
Do unoccupied victory cities cause more or less prestige loss?
Is there any per turn cap (other than that it's not possible to bomb with more than two strat bombers per turn)?
