How is Working the Moisture Parameter?

For example,
Moisture starts at 2. First turn is dry. Goes down to 1? Next turn to 0? I think not because I heard 2 turns of rain gives you mud.
So moisture is bound by [1-3] right?
EDIT: Sorry I saw 0 moisture on Hylan Valley. So 0 is fine. But then please explain how is it possible to get Mud at turn 2 in Hylan Valley. It happened to me.

Moisture level is [0,5] typically. When it reaches 3, the ground becomes muddy/frozen. It decreases by 2 when clear and increases by 2 when raining/snowing. It decreases by 1 when cloudy, unless ground is frozen.

Simple and Elegant model!
I think it is a mistake not to include such technicalities in the manual.
So Starts at Dry 0. First turn rains +2. Next rain again +2. So I have mud in turn 2 and British Recon can't reach Frika city in Hylan Valley! Next Turn Couldy -1. You still get Mud. oh Mud I hate you.

Well, I think that our approach to manual should be consistent. Either we list every single game formula and parameter there, or we don't include them at all, and instead give a higher level overview of what's going on. We have chosen the latter approach, simply because the sheer number of parameters and formulas in the game is huge, and what's worse, in many cases what the game uses is not just a formula, but an algorithm. Describing these in a human-readable form is not very easy. Besides, the manual was printed when the game was initially released, but some formulas were tweaked in the patches, so a lower level manual would be all wrong by now. Maybe something like game wiki could solve this problem...
