Multiple turn downloads warning email????

Hi Guys,
For whatever reason I have having some problems with downloading turns. It tells me "Turn failed to download please check your connection and try again". So that is exactly what I have done on each occasion. I sometimes have a problem with my wifi modem getting hung and needing resetting (and that was the problem on at least one turn download failure) but on other occasions all my other Internet connections are still working but it still fails to download. I usually give it about 3 tries and then leave it for a bit and try again later and that has worked so far. Not sure what the problem is.
So today I get an email saying that you note I have consistently downloaded turns multiple times and I may no longer be allowed to play? What's that about?
