In one of my recent pbem , I accidentally took Paris in 1939 . & I plan to invade Yugo earlier in 1940 . I test this strategy by hotseat & find an interesting result :

Even if Axis conquer Yugo in July , the Hungary will still join on Oct 25th 1940 & Romania Join on Dec 4th 1940 .

But as we know that If Axis Dow Yugo on Sept 15th 1940 & Hungary & Romania will join in the Axis immediately .

So that's funny , Hungary & Romania will not join the war when Axis conquer Yugo in July ,but will join the war when Axis Dow Yugo in Sept ??!!

Is it a bug ?

This is not a bug. You need to have the 2nd Vienna award event before Romania, Hungary and Bulgaria can join immediately after DoW'ing Yugoslavia (Hungary, Romania) and Greece (Bulgaria).

This event takes place in August 1940. Before that time the Axis minors are neutral and will join at their predefined times (late 1940 for Romania and Hungary) and March 1941 for Bulgaria.

so after Axis conquer Yugo early in 1940 , why not Hungary & Romania join the Axis on the turn of Sept 15th 1940 ?

Because then there was no 2nd Vienna Award.
