GCE 45 Berlin Deployment problem/error?

I am replaying GC 45 and encountered a weird problem on getting to Berlin. During deployment, if I place a unit, I cannot r-click it and remove it to change my mind. If I r-click, I get the unit stats screen, which is the normal key function during combat turns, but not deployment.
1) I restarted my computer, to rule out local keyboard problem. Still occurs.
2) I opened other saved GC45 scenarios, they all work normally.
3) I do not recall this in the past (e.g, prior to last patch - the last time I would have played Berlin)? Or has this error been there in GC45 East and I forgot?
It definitely makes deploying annoying, though not a crippling feature.
EDIT:
I played around more and discovered it was from saving my game DURING deployment. Meaning, after I repaired my units, I saved the game and went to bed. Reopening the game saved during the deployment phase caused this weird behavior. If I hit "restart scenario" and wipe out my unit repair/reinforcement, the normal deployment key function resumes. I don't think saving a game like that should cause that error, but in case anyone encounters it, that's how to get around it.
