After the last game update, Russia in Baltic sea has only one port in Riga!!!

But the main base of the Baltic Fleet was then : St. Petersburg, Helsinki (Helsingfors) and Tallinn (Reval).

Riga was just a secondary base.

Why was cleaned port in Helsinki (Helsingfors)?

In the Gulf of Finland based Russian coastal batteries,destroyers, mine fields across the bay and smaller ships just like the other great powers..
Helsinki should remain a port. Also, of course Russia should have a green dot zone up by Helsinki and Petrograd!!!!

1) St. Petersburg(Kronshtadt)-main base of the Baltic Fleet since the founding of the Baltic Navy in 1703

2) Helsinki (Helsingfors) -battle-fleet

3)Tallinn (Reval)-cruisers and submarines

I think we need to return the balance of power in the Black Sea.

Yes. Finland in 1914 is the same Russian territory(since 1809) as Poland(since 1815).Baltic States since 1721. So you need to make Finland a part of Russian territory.
Austria-Hungary is not divided into native and occupied areas(CZECH REPUBLIC FOR EXAMPLE!)

Battleship unit is enough for the Russian Baltic Fleet.

Is the cruiser unit OK for the Black Sea fleet? - I think yes! Imperitritsa Mariya class battleships was not completed by 1914. Were put into operation in 1915,1917
