The description of Rise of Rome says that several new terrain types are introduced with that expansion. Supposing instead I get a later expansion, will the new terrain be included in it?

Yes. The only things you dont get by not buying any particular expansion are: the DAG armies for that expansion, and any historical scenarios that come with that expansion
