Hapsburg Austrian Imperial (Relief of Vienna)

Hi All,
I've been just chucking around thoughts and I came across the 'Relief of Vienna' list.
So, is that Eastern or Western? I'd say Eastern as the third bullet on p35 says:
*Armies must be designated as either Eastern (i.e. those facing the Turks) or Western.
Well, the siege of Vienna was by the Turks, but Vienna is pretty far west!
