Afrika Korps Price is unfair?

I don't understand why if: "Panzer Corps: Afrika Korps is an expansion for existing Panzer Corps owners and a full stand-alone for new players" and I have already bought the base game and 9 add-ons DLC, why do I have to pay 16.99 for this add-on when for the other 9 I paid 4.99 each!
It's not fair. I just want the Afrika Korps DLC at the normal 4.99 as a normal DLC.
Am I wrong or missing sth?
Is there a way to buy Afrika Korps for the 4.99 price?

Afrika Korps is not just a DLC, it's a full expansion and a stand alone version.
These are the new features with Afrika Korps:
A branched brand new Afrika Korps campaign with 20+ new scenarios.
Several new MP scenarios set in the African theatre.
More than 20+ new units added to the equipment table, like gliders and flamethrowing tanks.
More varied scenario objectives.
Scenario objectives that could change during the course of a battle.
New desert-related weather types.
10 new Afrika Korps heroes.
Improved AI.
New media like: new concept art, music, etc
New Intro Trailer.
The Library extended with the most prominent WW2 airplanes.
New desert tile-set and desert camouflage units.
Some of these new features were integrated freely with the patch 1.10.

I don't know if there is a demo but I will say this - it's way worth the purchase price, let me tell you.
I think Afrika Korp is a blast - I love PC and have all the Eastern Front DLCs, love them. have played all three (so far) western DLCs in beta - very good stuff. But AK is a real stand-alone gem. The different terrain, time scale, historical vs. "what if" branches, totally different look and even the music make it very cool. The "imagining" and effort that went into it make it very worthwhile. If you like PC, you will LOVE Ak in my opinion.
And whoever did the voice art, he nailed it. Even replaying it, I sit and listen to the briefings to enjoy the subtlety of the scripting and the drama of the voice art.
