question about modding for multiplayer

How does this work? If a mod is made and both players have the same mod installed, can they play multiplayer? Do extra files need to be modded to make sure they are compatible?

A while ago I asked if there was a check for this like there is in CEAW. One of the mods said no, not yet, but they're planning to put one into the first patch. IIRC

im going to make a balance mod for multiplayer, the thread should be up soon. if you have any ideas for it, let me know.

Suppose you play with a mod that changes only the color of the units. Would it be possible to PBEM against someone who does not use that mod?
EDIT: The designer of that mod says that only one player having that particular mod should not be a problem for PBEM.
