I'm a bit confused about this one, but since they are so expensive, they must have some major benefits... what do leaders actually do?!

Some leaders (the most expensive ones) add +1 to attack or defense to the unit the leader is stacked with. But more important is that every unit within range of the leader will have higher efficiency. I don't know how much extra efficiency the leader adds. The leader rating is the range. E. g. Manstein with a rating of 8 increase the efficiency for units within 8 hexes of the unit Manstein is stacked with.

Range is 8 hexes for all Commanders. The Max Effectiveness boost is leadership*2 so leadership 8 means 16% higher max effectieveness.

Ooh - that actually sounds quite useful! I might buy a couple more leaders then. I take it that since effectiveness recuperates over time, that to get the full benefit you need to have the same units near the leader for a few rounds.

I found very difficult to have enough production points to buy leaders as the Axis: after repairing units and buying land, air and subs I doesnt have enough production to spend 100 on Manstein. Maybe I will buy more leaders as the Allies.
