Rail cost for damaged units

I don't know if this has been mentioned before, but if there is a "next version" of GS, I think a reduction in rail cost for damaged units should be considered. It makes a lot of sense that a half-strength tank unit, for example, would cost a country less time and effort to rail than a full-strength unit.

One issue is whether it would be 100% proportional to unit strength, or whether each unit type would have a "base cost"; i.e. the minimum cost for a tank unit is 2, even a 1-step tank.

Any thoughts?

Makes sense. Fewer steps = fewer men and vehicles, which means that fewer trains are needed to transport them.

As for the base cost, it could be 1/2 of the standard cost.

Yes, that makes sense also. But I would definitely want a substantial base cost whenever you put a unit on a transport, just because doing that is logistically difficult.
