Altrough it erans pp every turn....i can't purchase any units or research.
I have right now around 130 PP but i cant do anything with them.
I am so upset that i cannot transfer to the russians

I just got a rude surprise playing the 1915 scenario in single-player mode. Turkey declared war on Persia to pick up some free PP's - only to discover the Persians have units after all. Eventually conquered them, but that made it impossible to put pressure on the Russians, and eventually lost me the war! (Well, maybe it wasn't only that...)
