how does the bonus given by generals system work exactly? it seems like they dont stack, but how is priority decided then?

btw the russian general Evert's description says hes good at defending, bad at attacking but his bonus is +1 attack

Where there are two generals in range of a unit, the closest general takes priority. Where two generals are equidistant, the priority is random.
