Ambush cost no ammo? Air-defense cost no ammo?

Version 1.11: While a turn I've watched a IS2 driven into a Jagdtiger. Although the IS2 had only ammunition for one shot before the allied turn and shot while this ambush the tank had still one shot available after the ambush. A similiar behaviour can be watched if an airplane attacks a ground unit (not AA) that fires back. After the attack the ground unit still has the previous ammount of shots remaining.
Is this behaviour intended, that in an ambush or for air-defense ammunition is not reduced (for allied units)?

I know it is intended for units with air defense value of [1]. This was changed quite a while ago as to prevent stripping units with a very low ammunition amount by conducting air attacks on them and using up their valuable ammo. I never noticed this behavior on ambushes but then i never really paid that much attention to it so can't comment about it.
