OK, so nobody seems to carry non-scythed persian chariots. I'm trying to help someone figure out what figures to use for them (15mm). Would they look like Elamite/Median/Persian crewed vehicles, or would it be better to assume they are provided by Assyrian or Babylonian Vassals?

I'd suggest using the latest period Assyrian/Babylonian chariots you can get and put Persians in as crewmen. IIRC the "chariot lands" were in Babylonia.

I am planning to use the Black Hat Persian Command chariot and just add an archer. The chariots are big so there is room.

Except maybe Xyston?

I'd use this one:

And this one:

Since, in the second one, you get a choice of two crew - you could easily just not put the scythes on and bingo and non scythed chariot.
