War Effort & Convoy questions

WAR EFFORT
I noticed all the allies go up 6% a quarter.
Italy goes up 6% a quarter, +20% in June 1940, +10% when they they go to war.
US goes +10% the 1st turn they are in the war, +10% the 2nd turn.

I noticed Germany never goes up at all.

Is this a function of the game or the fact Germany is at 107% and wqar effort stops at 100%?
Am I to assume the 7% is due to industiral tech?
Also does War Effort affect oil field and base production oil or just base production oil?

Also in the later scenarios I see powers having 118%, 122%

Do I assume north north atlantic is for Russia, mid and south for UK?

The convoys have a random value that does not exceed what is above correct?

You are all correct. War Effort affect both Production Points and Oil Points but NOT manpower increases. You could see war effort as a index, where 100% means their max production when in full war gear. So, any country above 100% means they have improved industrial technology.

Yes, the north Atlantic Convoys travel to UK until USSR join and then they travel to USSR instead. So, USA does not send more convoys just because USSR join instead they send them differently.

From 1.02 Patch, Mid Atlantic was changed from 80->70 and South Atlantic from 40->50 making the Atlantic appear bigger and making Subs have a even greater chance of attacking Convoys somewhere remote.

Are these values affected by the War Effort? So if war effort is 50% will you get a convoy max of 100 from north atlantic?

Is the UK controlling all convoys?

Also I see that Russia gets huge convoys when at war. I assume its from UK/US

Yes indeed. Convoy factor is affected by the average of UK and USA war effort. So if UK is on 100% and USA on 20% that means you get a convoy factor of 60%. So in such case, North Atlantic max would be 200*0.6=120. So on average then the North Atlantic Convoy would be 60.

USSR get the north atlantic convoys as soon as they join the war, which also means UK does not get anymore North convoys when USSr join but UK always get mid and south convoys.
